Beijing, Oct 2 (IANS) Health centres in a Chinese province are now
offering tests for HIV/AIDS free of charge in a bid to control the
spread of the disease.

People in the northwestern Xinjiang Uygur autonomous region are also
being offered free counselling, Xinhua reported.

Xinjiang reportedly has the fastest spread of the disease in the
country, and authorities are now encouraging intravenous drug users,
sex workers and those who have suffered other sexually transmitted
infections to seek counselling.

'The voluntary counselling and testing programme has been developed
over a number of years, and now it is time to put it into practice,'
said chairman of Xinjiang's People's Congress Standing Committee Arkin
Imirbaki.

An AIDS Prevention Ordinance proposed by Xinjiang also says that free
medicine would be provided to low-income families and pregnant women
affected by HIV/AIDS.

Wang Lei, a legal expert at the Xinjiang Academy of Social Sciences,
said through legislation, the government would play a more important
part in AIDS prevention and control.

'It also strengthens the responsibility of medical institutions and
hospitals to carry out the ordinance and the awareness of residents of
their legal rights,' he said.

Xinjiang has over 60,000 HIV/AIDS patients.

NEW DELHI: The 2010 Commonwealth Games ceremony started in New Delhi
on Sunday with a near-capacity 60,000 crowd rapturously applauding the
opening laser display.

Prince Charles, the Prince of Wales, and his wife Camilla, Duchess of
Cornwall, were introduced to the Jawaharlal Nehru Stadium along with
Indian President Prathiba Patil and Prime Minister Manmohan Singh as
the audience stood for the national anthem.

Nagada drummers beat out the countdown to the opening accompanied by
traditional Shankha trumpeters as the stadium lights were dimmed and
the "Aerostat", a reportedly nine-million-dollar (400-million-rupee)
white helium-filled balloon, rose 25 metres (80 feet) above ground
level.

Hundreds of thousands of residents of the Indian capital were expected
to line the streets, with a global television audience of more than a
billion watching the two-and-a-half-hour event which heralds 11 days
of competition.

More than 4,000 competitors are expected to take part from 71
countries.

The Games are the 19th in total and only the second to be staged in
Asia, following Kuala Lumpur 1998.

The Cabinet today approved a proposal to introduce the Prevention of
Torture Bill, 2010 in the Parliament. This is a step towards
ratification of the Convention against Torture and Other Cruel,
Inhuman and Degrading Treatment or Punishment adopted by the United
Nations General Assembly on 9th December, 1975 [resolution 3452(XXX)].
India had signed the Convention in October, 1997.

Ratification of the Convention requires enabling legislation having
provisions that would be necessary to give effect to the Articles of
the Convention. Although some provisions exist in the Indian Penal
Code, they neither define "torture" as clearly as in Article 1 of the
Convention nor make it criminal as called for by Article 4.

For ratification of the Convention, therefore, the domestic laws of
our country would require to be brought in tune with the provisions of
the Convention. This would necessitate either amendment of the
existing laws such as Indian Penal Code or bringing in a new piece of
legislation. The matter was examined at length in consultation with
the Law Commission of India and the then Learned Attorney General of
India.

After a lot of deliberation on the issue, it was decided to bring a
piece of 'stand alone' legislation so that the Convention could be
ratified. Accordingly, a draft Bill, namely the 'Prevention of Torture
Bill, 2009', was drafted.

As the matter is in the Concurrent List of the Seventh Schedule of the
Constitution of India, the views of the State Governments were sought.
The views of the concerned Central Ministries were also obtained.

WASHINGTON — The scandal over Guatemalans infected with sex diseases
in the 1940s so that US researchers could test remedies has revived
painful memories of a similar episode involving African-Americans in
the 20th century.

US President Barack Obama personally apologized on Friday to
Guatemalan President Alvaro Colom and "all those affected," by the
experiment conducted by US public health researchers on hundreds of
people in Guatemala between 1946 and 1948, the White House said.

In 1997, then president Bill Clinton similarly apologized for a study
on treating syphilis that involved 400 black men who were recruited by
medical authorities but were denied any treatment so researchers could
study the progression of the disease.

The study on seasonal farm workers in the southern city of Tuskegee,
Alabama, often described as the "Tuskegee experiment," took place
between 1932 and 1972.

The two ordeals are linked together by one man. The chief researcher
in the Guatemala study, controversial US public health doctor John
Cutler, also played a major role in the Tuskegee experiment.

In fact, the Guatemala experiments came to light this year after
Wellesley College professor Susan Reverby stumbled upon archived
documents outlining the experiment led by Cutler, who died in 2003.

The main difference between the two experiments is that the Tuskegee
men came to the study already infected with syphilis, unlike the
Guatemalans who were deliberately infected by US researchers.

However, the Tuskegee men in many cases did not know they had the
disease, only what was referred to culturally in the area as "bad
blood," a syndrome that caused fatigue and other symptoms.

In Guatemala, the researchers infected female commercial sex workers
with gonorrhea or syphilis, and then allowed them to have unprotected
sex with soldiers or prison inmates. They tested penicillin on them as
treatment so see how effective it was.

"What was done cannot be undone but we can end the silence," Clinton
said in 1997.

"We can stop turning our heads away. We can look at you in the eyes
and finally say, on behalf of the American people, what the United
States government did was shameful and I am sorry."

The Tuskegee experiment has become a powerful symbol of racism in the
medical domain, according to author James H. Jones who authored a 1991
book on the subject.

"Treatment was deliberately withheld from syphilitic men in an effort
to determine the natural course of the disease, regardless of the
human cost to the subjects, their wives and children or their
communities," he said.

The study "was actually an ugly collaboration involving Public Health
Service physicians, local private practitioners (white and black), the
prestigious all-black Tuskegee Institute and Hospital, the county and
state health departments, even draft boards," he said.

"It was the longest non-therapeutic experiment on human beings in
medical history."

When a government review commission completed its analysis of the
experiments, it described the effort as an "aberration, well
intentioned but misguided."

The US government has paid around 10 million dollars to the families
of the Tuskegee victims and the incident led lawmakers to pass
legislation banning such experiments and regulating the way medical
experiments are carried out on people.
